Patrick Quinn is recognized expert in the development of Human Intelligence networks and relationships with foreign national partners.  With a breadth of experience from individual operations in remote and austere locations through guiding and directing teams of experts, Mr. Quinn has briefed and counseled senior officials across the world in varied platforms and venues.  

 

In December 2023 Mr. Quinn began serving as the Assistant Defense Attaché to Ottawa, Canada.  In this capacity, he serves as a civilian representative of the U.S. Department of Defense (DOD), and acts as a liaison between the U.S. DOD and the Canadian Forces Intelligence Command (CFINTCOM).  His current duties include designing and refining solutions for the strategic needs and force protection capabilities of the Canadian Armed Forces.

 

Since entering service with the Defense Intelligence Agency in late 2002, Mr. Quinn has served overseas tours in the United Arab Emirates, Germany and Japan.  Domestic assignments include Washington, DC, and Los Angeles, CA.  Mr. Quinn has Defense Intelligence Agency deployments to Iraq, Kosovo, Afghanistan, Djibouti, and the Arabian Peninsula, and multiple military deployments in the Middle East and Balkans.  A recognized leader in developing and strengthening foreign relationships with U.S. Intelligence, Mr. Quinn has been able to articulate shared interests with foreign nations to consistently achieve the cooperation of varied stakeholders.  In his previous position as Strategic Advisor to the Deputy Director of Strategic Integration (DDSI), Mr. Quinn represented the Directorate of Operations (DO) in overseeing critical inter-Agency operational integration and synchronization of defense intelligence efforts across the enterprise.  

 

Mr. Quinn served as an enlisted U.S. Army soldier including as an Arabic Linguist in Desert Shield/Storm before commissioning as an Army Aviation Officer and flying AH-64A Attack Helicopters.  His education includes a Bachelor of Arts in International Relations and History from New College of Florida, studies at Moscow State University in Russia, and a Master of Science in Strategic Studies from the U.S. Army War College.  His civilian and military awards include the Civilian Defense Service Award, the Bronze Star, and the Air Medal.  

 

Born and raised in Saudi Arabia, Mr. Quinn is fluent in Arabic and maintains functional literacy in German and Czech.  He has two teenaged daughters, one of whom lives with him in Ottawa.
